This covers content generated by the developer and by users of the app — depictions or endorsement of violence against people or animals, and speech that degrades or incites hatred based on race, religion, gender, or other protected attributes.

Why apps actually get flagged

Frequently caught in gaming or forum-style apps where violent imagery is treated as edgy humor, or in social apps where hateful user posts go unmoderated for too long before a report reaches Google.
